1) They get such a volume of reports, they can only spot check, not legitimately follow up all complaints. Thus, real violations remain — things such as spam and advertising and pornographic posts and racist slurs and epithets and nown answers, all the above. Check back on things you have reported, if you doubt this. They are probably still u, and will remain up.
2) Any external link can be construed as a spam or advertisement. Even a link to a dot org nonprofit site. But because of the reason in number 1, a full investigation is never done, just a deletion after a hasty spot check.
3) Admins look at answers minus the context of the question that promptd them, because, again, they are only doing a hasty spot check. So, for example, when someone posts "Is Mr. Jones stupid?", if your answer is "He’s stupid", you will be in violation, regardless the fact that the questioner directly invited that response.
No site rporting system is perfect. But answers’ is one of the webs worst.
