Quotes by Ben Franklin on perfect government…?

In History class, I must write an essay on American government and good government as a whole. In my graded rough draft, I stated that "there is no perfect system of government." To this, my teacher wrote to quote Franklin. I’m having difficulty finding a relevant quote. I would greatly appreciate it if I could have some help in finding one.

The only two quotes supposed to be his about government/governance I can find are:

"We must indeed all hang together, or, most assuredly, we shall all hang separately." (at the signing of the declaration of Independence, July 4, 1776 – but possibly not the first to say this)

"There never was a good war, or a bad peace." (Letter to Josiah Quincy, September 11, 1783, in Works, 1882, Volume 10)
