Problem... The cheapest version (Home Basic) of Vista is still almost $200 (and XP Home will be about the same).

The 9600 had a lot of promise, but nVidia screwed the proverbial pooch on it (the card has issues). You'd've been better off with a 8800GTS. BUT, a PSU for that card will not be cheap. It will probably come in at another $150.

A cheap case that will hold your completed computer can probably run you about $50. (You can probably find a second-hand case for as little as $10.)

Since you're going to be building a gaming computer, you'll need a dual core. Since price is an object, you'll be looking at AMD... If you want to go "high-end," you'll want the 3.0 or 3.2 Ghz processor. If you don't want high-end, but just want to be able to run most of the newer games out there, you can pick-up a 2.4 Ghz proc. Depending on how high-end you want, you're looking at about $75 to $150

For the motherboard, any board made in the past 6-8 months will be PCI-e 2.0. You can find a low-end AM2+ mobo for about $50 or so.

Sorry, but between the OS ($200), PSU ($150), and CPU ($50+), you're over your budget.

On the bright side, if you dig hard enough, you can some find LEGAL copies of Vista Ultimate for as low as about $150. NOTE: Be VERY careful that it is not being sold illegally (i.e.: Student editions or improperly distributed OEM) - in otherwords, e-bay and similar sources!

Good Luck!
References :
This is hard. I would say get a gigabyte motherboard that can handle a quad core Intel. Tiger direct sells cheap cases and proccessors. [Get a fast one, either dual or quad core]
